I know that tractor! Sort of...
I am originally from that area and my parents live just a few miles down the road from Fosterburg in Alton.
The gent - another "Bill P" - who owned that tractor was a true gentleman and an all-brands tractor guy. He passed away a few years ago and was pretty young - in his 50's I think- and I think I remember him having two sons, one of whom must be the contact for this ad.
Everything Bill had was in excellent condition and I remember this WH and his other as being as close to perfect as you can get. In fact, he hosted a tractor club get together at his home that I attended and I remember marveling at how clean and orderly everything was. It looked like a laboratory! i don't recall a single oil drip anywhere on the floor...
Unless it has deteriorated some, this restoration would certainly rival the best you've seen at the big show in PA. Knowing the condition, i would say the price is very fair. And the Clinton is probably the correct engine too.
You will notice the little post under the seat in the photo (barely visible). Bill added these to the bottoms of the seats to restrict the downward travel. It keeps the seat from scratching the fenders on big bumps or after a hearty lunch. A very nice touch.
If i hadn't already broken the bank chasing some bigger tractors recently I'd have been all over this one. Still might change my mind.
Here's one for Bill,
Steve
